What you'll accomplish
By the end of this guide, you'll be able to paste any section of your state policy manual into Claude and get a plain-language explanation in under 2 minutes — so you can look up policy answers yourself instead of waiting for your supervisor to call back.
What you'll need
Go to claude.ai. Click Sign up and create an account with your personal email address. The free plan works for most policy queries.
What you should see: The Claude chat interface with a clean message window.
Your state DHHS/DSS should have a policy manual available online or on your agency's intranet. Common locations:
What you need: The ability to copy text from the policy manual, or a PDF you can read from.
When you have a policy question, navigate to the relevant section of the manual. Select the text of that section (usually 1–3 pages) and copy it. You do NOT need to copy the entire manual — just the section relevant to your question.
Tip: If the manual is a PDF and you can't select text, use your browser to find the HTML version, or look for a web-accessible version of the policy.
Open claude.ai. In the message box, paste the policy text followed by your question.
Type this:

Claude will:
What you should see: A clear, plain-language explanation with specific references back to the policy text you provided.
Claude's interpretation is a starting point, not a final answer. After getting Claude's explanation:
Troubleshooting: If Claude's response is too long or complex, ask: "Summarize that in 3 bullet points." If it's missing your specific scenario, say: "Apply this specifically to a client who [describe situation in general terms]."
Claude maintains conversation context. You can ask follow-up questions in the same chat:
Eligibility question: "Using this policy section: [paste text]. Does a client qualify for [benefit/exemption] if they [describe situation in general terms]? What are the documentation requirements?"
Timeline question: "Based on this policy: [paste text]. What is the required timeline for [action]? What happens if the deadline is missed?"
Client rights question: "According to this policy: [paste text]. What rights does a client have when [situation occurs]? What must the agency provide?"
Exception research: "Based on this policy section: [paste text]. Are there any exceptions or waivers available for clients who [describe situation]?"
